This method uses TwitterGrader.com’s Action=TwitterUsersByLocation function. Just click on the previous link or the box below and then type the location into the box and click Go! This technique only returns those who score highest on their twitter grades, but is still useful. The location can be a city name only; city name, state; a country like Japan or Canada; a continent like Australia, Europe or Asia. I even got a list by typing in “Planet Earth”.” Experiment, find interesting tweeple!
